Cannot Access My Hotmail Account And I Know My Login And Password

I was able to track down this information:
To troubleshoot MSN Hotmail outages, please call (1)(650) 964-7200, 10:00 AM - 5:00 PM Pacific Standard Time, Monday through Friday. Note: this is not a customer support line.

I don't have an answer for you at this time. I don't know of any way to access your mail or contacts until it's fixed. If I find out something, I'll update this answer. The best thing you can do is troubleshoot the outage as described above, or contact MSN Hotmail support.
