Thermistate Keeps Heating Even When Off

I live in a condo that has hotwater heat and a boiler in the furnace room.I have a honeywell t871007 therministate. It must not be working because I have turned it all the way off and heat is still coming out of the vents. I took the cover off and moved the tiney little dile different directions to see if that made a differance - finally I shut the breaker off (at least I think it is the thermistate breaker, but not sure) I am 70 years and don't really have the money to call a technician. It looks like it would be pretty easy to replace it has a red wire and a black wire and two screws that hold it to the wall. Can you offer any help
