Check fuse in plug of psu
Check the little green light (if it has one ) on the charger unit itself
Look very closely at the lead where it comes out of the charger unit, to the laptop, as this gets twisted, and I have seen this cause it to fray inside the sheathing, so that although everything seems o.k- no charge gets through to the laptop.
Take the battery out and try starting/running the laptop with just the psu connected, and switched on.
Try another psu
If the battery is a few years old, it may have come to the end of its useful life, and the only way to check that would be to try it in another laptop, like your own to see if it will charge.
If the charging pi has come adrift (on soldered pins, this happens often- on pins on cables inside the laptop, more rarely.)
If none of the above solves it, was the cmos battery o.k- a sure ign that it is not is the date and time not being correct.
You can also check the voltage from the psu using a voltmeter, to check that it is pushing the necessary amperage through.
I hope this helps
