No Boot Up For Hp Pavilion A1700n Desktop Pc

The power will come on the fans start spinning.  There are no beeps and the monitor stays blank.  The CD/DVD light comes on and the power light it on.  Do I need a new power supply?  Please help.

It might be that you need to clean out the dust to your pc fans and powersupply, because this pc is very vunerable to dust. Or you need a better fan for your processor to keep it cooler.
