Power Regulator Mode:dynamic Power Savings

I have a old server and I got it up and running with win7. It appears to need a bios update becuse it looks like a 2006 version.. When I attempt to boot up it does not get past power regulator mode. I can not get into the bios at all any suggestions? Thanks in advance'
