Cub Cadet 221 Lhp Chute Tilt Control Handle Is Frozen

I went to use my Cub yesterday and found the chute tilt control handle to be frozen. I'm unable to tilt the chute at all. Is there a way for me to repair this or do I need return it to the shop? This machinr has been used only 3 or 4 times since purchased a year ago.

Maintenance Off-Season Storage If the snow thrower will not be used for 30 days or longer, follow the instructions below. 1. Store the equipment in a clean, dry area. 2. If storing the snow thrower in an unventilated area, rustproof the machine using a light oil or silicone to coat the snow thrower. 3. Clean the exterior of the engine and the snow thrower. 4. Lubricate pivot points on control handle and extension spring at end of control cable with a light oil. Go here for parts manual.
