It's hard to provide a satisfactory answer as "I Can Not Respond" does not give us much information.

First you need to know that if the advertiser did not provide contact information, no one can respond.

If you're attempting to use Craigslist's reply popup, you may want to review http://www.craigslist.org/about/help/replying_to_posts, to be sure you're following the correct procedure.

Past those steps, the issue gets more complicated. Craigslist says that in an effort to curb abuse of its email servers and limit the amount of spam inflicted upon its users, it does not accept email from computers with dynamically assigned IP addresses, or hosts that have generic DNS setup. The easiest solution may be to use the mail server of your ISP to relay your email. If you're not sure how to set up your mail client to do this, you may need to phone your ISP. If you have a static IP address and want to be able to send email through your own mail server, you will need to ask your ISP to set up a non-generic DNS for your IP address. If these suggestions don't work, you may want to use one of the many free Web-based email systems. You'll find more information on this Craigslist page.

I do not recommend you turn to another browser except as a last resort. If the above steps don't help, you may want to clear your cache and cookies. How you do that depends on your browser. In Firefox, use its toolbar to go to Tools|Options|History, and then click "clear your recent history." See your own browser's help section if you don't know how. Then restart your computer.
