I Need A New Fuse For The Lighter Outlet. Where Is This Fuse Located?

MY GPS won't charge and my cell phone won't charge when plugged intro the lighter. the "power on" lights do not come on when plugged in. I think it is the fuse. How do I know which fuse to replace and where is it locatred? Thank you.
