Where Do I File A Complaint

I have a 2009 chevy HHR, I got it two months ago now hawk chevy told me  the brakes and roters need to be replaced, they want me to pay$172 to have them fixed, I think hawk chevy should replace them at no cost to me cause they had to be bad when I bought the car. I don"t have the money to pay to have the brakes and roters fix roters. "Please Help
