why does the free layout not appear on the page layout options

Can't guarantee this will work, but it did for ma on a Canon iPF710 plotter.
Get out of whatever program you are trying to print from. Go to the settings for the printer/plotter (indepentent of the program you are printing from). Under (probably) something like "Advanced" settings, set it to "spool print documents" (or similar) rather than "print directly to the printer". Once this is set, you should (might) find "free layout" is available when you go to print.
