Raise Feed Dog

There is a small black bar that looks as if it holds the feed dog in the up position that does not stand upright ( it slants to the rear of the machine at bottom).  I lowered the feed dogs for free motion quilting and now the feed dogs do not raise to the proper height even when switching to up position on back of machine.
