Hi there mate, i'm from Portugal and sometimes that happens to me, and it's almost every month. My service has unlimited sms so what use to do, but first you need to check if you received the message confirm ind the bill payed and check the balance or if everything is correct as i think you already did, but moving on, what i use to do is make like calls to myself and send sms to myself, it sound a bit silly, but after a few minutes , max 25/30 sometimes i get the situation back to normal and i'm able to use my mobile again.

Take in count we must be from dif. countries that way services work different.
