v2 or v3 refers to the version number. Generally when the manufacturer comes out with a new version of the product (or possibly a new firmware version) they will change the version number so that you know it's different. For example, if a router that was version 2 had certain bugs, the manufacturer could make it known that the v3 version had fixes for those bugs.
