Windows 8.1 Compatibility With Belkin N Adapters
I have two Belkin USB adapters. I don't know which is newer and if either are compatible with Windows 8.1. The model numbers are: F5D 8051 and F7D4101

Completely uninstall the existing Wireless Network Adapter drivers from the computer and then try installing the Wireless Network Adapter drivers and check. Follow these steps:
a. Press Windows key + R
b. In run window type “devmgmt.msc” and press Enter
c. Locate the Wireless Network Adapter drivers from device manger
d. Right click on it and select uninstall
e. Reinstall the latest Wireless Network Adapter drivers and check if it helps.
