What you need is a 5v on-the-go type adapter which gives a supply to the USB and allows connectivity to the PC. It would need a USB socket connected to 2 plugs. One goes to the mouse port in use and the other to the 5v power supply. I have searched and can't find anything that fits that bill. However you could try using a powered hub which your mouse would connect through and remain powered up during the time the laptop is off.
