Help With My Webcam

i have a emachines e527 notebook and when i was trying to Skype lastnight my webcam wouldnt turn on, it says " cant turn on video, try closing other programs that may be using your webcam" i dont use my webcam for anything else other then skype, ive restarted my system and that hasnt fixed it, please can u help me
