Double Billed; No New Minutes

My auto-billing is at midnight on the 10th of the month. As of 8/10/11, I had 146/300 minutes and $10 balance. Nonetheless, I was blocked from my inbox and calling with the recording/demand to Top-Up. So I did, via my phone. The net result: I was double-billed (on 8/10 & 8/11) and my minutes remain unchanged. All of this in top of no signal/service for 4 days. How do I fix the billing and obtain compensation for the service outages and abysmal service?
