Reset Gone Wrong

I just bout the VS13761 pad from an individual. Not brand new. But anyways....like every phone that I buy..i would master reset it. So I decided to master reset the pad. And as soon as I tried to restart it to use it....it just wouldn't work the same. It would start up..then go to the "Touch the Android to begin" screen and I couldnt "touch" the droid. The little white hand would keep showing me how to touch it but id try and nothing. Not even the vibration would kick on. So my question is....what the hell do I do now???? Please help if you can. Thanks.
