It sounds like the either the screen is broken or the cable connecting the screen to the motherboard is loose or broken. It would be best to bring it to a local repair shop to have it diagnosed.

Hi,

Connect the laptop to an external display(Monitor or tv), if screen flickers there also, replace the system board.

If screen works fine on external display, open BIOS menu check if screen flickers there, if yes, replace LCD assembly.

It might be the screen is broken or it partially pressurised by some thing miss happenly i would suggest you to take it to the toshiba service center they might be take good care of the problem .

Also you can run the system diagnostic utility through the bios it will check all the hardware of your machine and tell you the problem with your display .
