Can't Format Disc And Re-record On A Dvd-rw Disc. Just Error Messages On New Di

I can't format disc and re-record on a DVD-RW disc. Just error messages on new discs as well as older discs. I cleaned the machine numerous times and unplugged to reset any memory issues.
