I Have A Toshiba 42hl196, Once On A Few Min Screen Looks Polarized Esp In Blacks

this is not a normal symptom, if it's actually a TV problem then either the T-Con or the Seine boards are at fault. First you must ensure the problem is not an signal problem. hook up a DVD and try a good quality disc to test the TV.
