why will my phone not let me get a pin to download music

just go to the music downloading sites which you visit on pc for music download and then download the music directly to your phone.
or the mobile phone brands also give you a code with wich one can download no. of free songs from the given site. You have to buy it from the mobile store from where you got your phone.
