Please check the following;

1. check the plastic wheel behind the hand wheel, which get stuck when Bobbin winding Shaft is moved, and has to slipped out by opening front cover partially. put drop of oil and should work fine as there is spring between the Hand Wheel and the Plastic wheel.
2. There is tiny switch which stops the Bobbin when it get full. Just move the switch toward front making parallel to front of machine by tight the screw after re-positioning.
