My Galaxy S3 Wont Receive Or Send Calls Or Texts. What Do I Do???

Your Samsung S 5600 device cannot receive or send calls and text messages because the Call Barring service is active. Basically, almost all mobile devices have settings for Call barring service. You have to disable this call barring setting. The instructions are provided in the user's manual. You can download the manual here:
