The open heat message means that AC power is not going through the fusing assembly. Typically the fusing unit over heats and one of the thermostats opens up. The thermostats open when they over heat to prevent damage to the fuser and possible fire. You will probably need to replace the fuser assembly if powering the unit does not solve the problem.

When the engine operates the warm-up process, if the temperature of the fixing unit is not higher than a specified temperature, the engine defines Samsung ML - 3470nd / 3471nd Open Heat Error. When this error is broken out, the engine stops all functions and keeps the error state.
