This is a bad DLP chip, you can buy one here: http://www.shopjimmy.com/samsung-mitsubishi-toshiba-4719-001997-dlp-chip.htm

A technician will charge around $200 to install and align. You could do it yourself if your handy, and expect several hours to do this.
