Does The Inside Cooling Fan Suppose To Run While The Tv Is On?

Does the inside cooling fan supposed to run all the time or is it supposed to go on and off, if so when? I had the lamp cover off today to remove some dust and the fan was'nt running! thank you for any advice.

There are three fans and two of them will run all the time it's "on" and for several minutes after it's been turned "of"f. The last fan is for the "cable card" and if it's installed it can run 24/7.

fan start when the lamp reach a temperature level, and there have a circuit that monitor the fan speed if the fan fails the tv shutdown
