My Free Phone Says Emergency Calls Only. I Have Plenty Of Minutes. How Do I Fix
. Can't call out or send and receive messages. I get a message -data services still connecting -Phone is from safelink.

It sounds like an issue on the network side, rather than the phone side (though it's always a good idea to make sure your phone's firmware is up to date).
Unfortunately, SafeLink only provides a phone number for support, so you'll probably have to call them from another phone. The support phone number is 1-800-378-1684.
