Electrical Issue With 2004 Montana

My 2004 Pontiac Montana has been making a buzzing noise for the past few days.  It gets higher in pitch as I accelerate, and lower in pitch as I decelerate.  It doesn't make the noise at all unless the van is in motion.  It also doesn't make the noise when it's in park, even if I rev the engine.  Today the van wouldn't start, and had tjo be jumped.  Any suggestions?
