Pioneer Ct-w404r Tape Deck Starts And Stops Continuously - Help Troubleshoot.

When I plug my tapedeck CT-W404R into a power outlet, the left-hand tape deck starts and stops continuously.  Any idea what I should do to stop this behaviour?
