My Olympus Vr-310 Won't Turn On

I bought my camera last week, now when I try to trun it on, the lens open about 1mm, then go back, and it repeats this a few time before turning off. While this happens, the charge light flashes, I have tried charging it all day and night, but it still does this. Please help.
