Right Headlight Does Not Work

I have checked the headlight bulb (it is new) and the socket with a meter and both work. I have not been able to remove the right headlight relay which is supposed to pull straight out and I don't even know how to check if it is working properly. The left headlight is working correctly. What should I do in order to fix my problem so my right headlight will work?

There's a lighting control module LCM under the dash. Was a factory recall in the day. One can find places to rebuild them on EBAY. Had to do mine. It't way up there above the gas pedal. Not easy to get off.
