Uses Of Wap610n As A Range Extender

I have a Linksys Wireless Router WRT400N that works just fine.I have 2 wireless USB adapters (AE1000).  I am running Windows 7.  My router is on the 3rd floor.  One adapter is on the 2nd floor and works fine.  The second adapter is on the first floor about 60 feet from the router.  I was told by Cicso that I needed a WAP610N Wireless Access Point to be able to get a good connection on the 1st floor computer.  I thought this device would be placed somewhere closer to the 1st floor computer, but it looks like I am supposed to use an ethernet cable to connect it to my router.  Therefore it will be in close proximity to my router.  How does that extend the range?  I must be missing something.  Cisco sold me a refurbished product and it did not come with a manual.  Any help and/or suggestions will be greatly appreciated.
