Problem With La400 Gate Arm - Rubber Gasket Broken On Shaft

I have a gate that uses a 2 arm LA 400 set up. One of the arm's rubber gasket (seal) is leaking on the arm shaft which causes it to freeze when water gets in and freezes when the temperatures drops below 32 degrees. Can the rubber gasket be replaced without having to buy an entire new gate arm.
