Regarding Battery Charging And Switching The Machine On

I am facing a problem with my laptop, if power cord (ie adapter cord is connected to the unit neither i can switch on the machine nor it starts charging, but if there is no adapter cord is connected than the machine starts normally and ther after if cor is connected it shows charing and also charges the battery
