Battery Dispay Light Flashes Left To Right.

what would cause the battery strength display lights to flash left to right? Have disengaged and reengaged the drive locks on motors, swapped to an old joystick, and checked all connections.

Left to Right "chase" alternating with steady display.
Joystick is in programming, inhibit and/or charging mode.
The steady LEDs indicate the current state of the battery charge.
