2004 Hyundai Accent Parking Lights

My car just recently failed an inspection with the description parking lights inop. However, I turned on all my lights and they all worked. I think the inspector thinks that my blinkers are parking lights, but I've never seen them turn on except when I use my hazards or blinkers. Are the parking lights supposed to turn on when you turn the light switch on the steering wheel or did he maybe mean my driving lights?
