My Battery Never Gets A Full Charge. I Charge It Overnight To Read 15% Charged.

also 3G goes away or stops way to often.

Sounds like the battery needs to be calibrated. The phone needs to be rooted and then download an app for battery calibration. The one ive used is just called battery calibration. 

(I dont mean battery optimizers like battery doctor. Those just adjust your user settings. Just put battery calibration in the search and if it says no root required pick another one because root is required to calibrate)

If the battery never gets full past any certain point below 100% then the problem lies with the phone sensors not the battery and needs calibration. Like a cars fuel gauge being off when you know you just filled it. If it charges to full but depletes fast then the battery is a dead cell and needs to be replaced. The only problem i foresee is that you say it wont get past 15%. Most calibration apps will tell you to charge to at least 70% so you may still be stuck replacing the battery then calibrating.
