Had A Power Outage Last Night And Now My Monitor Light Blinks

and monitor won't turn on, when I turn the computer on the fan will start.  Not sure what to do

Can you borrow a monitor form someone to test it?  If the new monitor work then your monitor is dead and needs to be replaced. 

You DO have a spike/surge protected power strip... RIGHT?  If not get one.  They canl save you from these instances.

Does the PC beep during bootup?  If not the PC may be the issue.  No way to know until you verify the monitor though.
