Usb

USBs will not work or reinstall. Could this be a motherboard problem?

Yes, I believe that this might be related to the motherboard problem. However, it is not necessary to replace the motherboard immediately. You have to consider reinstalling the motherboard driver software of this device because the driver may be corrupted. The motherboard driver for this computer can be downloaded here:
