How do I get Facebook to remove a page that is in violation of their terms?

To report what you feel is an improper Facebook page, submit this form: http://www.facebook.com/help/contact/274459462613911. (I don't know that a Facebook page can be "illegal," but if its a question of legality then go to the police or district attorney).
