How To Remedy Inconsistent Heating And Temperature Issues With My Oven.

My oven (both top and bottom ovens) heat up very slowly. Once the ovens reach the desired temperature, the temperature it claims to be at doesn't match up with the oven thermometer that I place in it to verify that the temperature is truly what the display is telling me. Also, the oven temperature often spikes and/or drops randomly. The oven doesn't hold a consistent (constant) temperature.How can I trouble shoot this issue and ultimately get the oven to heat in a consistent manner
