Greetings. If you are in the US you can request a set of Discs (OS and Drivers and Utilities) from Dell HERE If you are not in the US, you will have to contact Dell for your area.
Only do note that these computers normally comes with Recovery Partition within their hard drives - Go here for directions on how to access and use it.
