How Do I Get The Sound To Work On External Monitor
PICTURE PLAYS ON EXTERNAL MONITOR BUT NO SOUND. USING THE 15 PIN CABLE.

The video cable does not support sound.
You will need to get an adapter cable to connect the sound from the headphone jack to the audio input on the monitor.
Radio Shack should carry them.
An example would be: http://www.newegg.com/Product/Product.aspx?Item=N82E16812200799&cm_re=audio_cable-_-12-200-799-_-Product although this cable is likely too short for your needs. Just look for a longer one.
