Daylight Running Lights Will Not Shut Off When Car Is Parked Or Not Running

I would like to pull the fuse for the daylight running lamps for 1993 buick lesabre limited edition. They remain on even when I park, stop the car. I have to go under the hood to disable the battery so they will go off and then enable the battery when I want to drive the car. I have tried the twilight light, it clicks but the lights don't go off, tried the high beams. The high beams seem to work even when the daylight running lights are on. Can you help me?

To disable you Buick Lesabre DRLs, simply remove fuse 24 in the engine compartment fuse block. For good measure, you can also remove relay #30 from the same panel.
