Tension Settings

I have tried to set the tension on my Brother's project runway CE-5000PRW using the tension in small increments and the bobbin thread is still loose. While doing the adjusting, the top thread doesn't get overly tight or loose while trying it.Is there a way to tighten the bobbin thread because that is what seems to be the problem.I am using a 7/16 " bobbin. I just used my machine 2 weeks ago and it was fine.
