My Remote Will Only Turn Off Sound For A Second No Matter What Button I Push. Wh

everytime a press a button on my remote the volume cuts off for a second and then comes back on. when i try to turn up the volume or turn it down the same thing happens with no result. my remote controls everything else fine but when i try to mess with the volume it just cuts the sound off only to come right back on
