Itunes Keeps Taking Money Out My Account Each Week And I Not Even Had Anything
i want to cancel my card but wont let me

I recommend calling the apple company and telling them about this. In the new "wallet" app, you can delete the card as well. I also recommend going to settings, to "Icloud", then to "Cards" and removing all information about the card, and/or deleting it from there. If all else fails, you may want to see an Apple Store associate to get help.
