Why Would I Be Getting Emails Addressed To Other Email Addresses?

I sometimes get emails addressed to other Yahoo email addresses, other than my address, saying that I owe money on items and that they will be taking it out of my account. Why would it come to my email address?

Unfortunately you are getting spam email and it can cover a range of email addresses especially ones that include numbers. Do not respond and report it as spam to yahoo.
