how do I report a criminal impersonation incident where they used a yahoo email account

Unless your account was involved, Yahoo doesn't get involved. If appropriate, you may want to contact the police. If your account was hacked, follow these instructions. Otherwise you can if you choose write Yahoo by snail mail at 701 1st Av., Sunnyvale, CA 94089.
